Seeds or updates one SKU’s count policy (its velocity class + last-counted anchor). expectedVersion is REQUIRED: send 1 for a first write, then the version the previous write returned (or the one the plan read). It is enforced only when the record already exists (optimistic concurrency), and omitting it is a 400 rather than a silent pin to version 1 — that default made every write past the second conflict for ever (#1460). 409s on a stale expectedVersion: re-read the policy and resend with its current version. Returns the policy identity with the bumped version.
